According to the project, the research focused on comparing the macroeconomic management of assets by the republican authorities of BSRR and ESRR. However, for security reasons, this dataset includes only the results of work conducted in the Estonian National Archives in October 2023. The study was conducted in collections in Tallinn (the main assemblage), Tartu (Estonian Communist Party archives) and Rakvere (Sovnarkhoz’s collection).
The archival probe encompasses two stretches of time. The first period encompasses the duration between 1957 and 1964. This is a period of the introduction of a post-Stalinist, more decentralised system for managing the USSR’s economy. The second spans the period 1965 - 1986. This term begins with the centralisation of the Soviet economy and ends with the Perestroika period, which drastically changed the USSR’s economic framework.
Within that period, I focused on documents which presented the way in which republican authorities in Minsk and Tallinn managed assets (including personnel management), and what their relationship in these matters was with Moscow. I was particularly looking at policies in the agricultural and oil sector.
Therefore, I analysed:
- the protocols of the Party meetings, with attachments (eg. requests, decisions’ projects);
- the protocols of the republican governmental agencies on economic issues (the government, ministries, Sovnarkhoz, etc.), with attachments (eg. requests, decisions, projects, planning processes);
- correspondence between republican authorities and central authorities.
The final selection included 82 archival units.
