In Poland, as in many other countries, the Day-Ahead Market (RDN, pol. Rynek Dnia Nastepnego) for electricity was introduced. The RDN has been operating in Poland since June 30, 2000, as a spot market for electricity in Poland. Under this system, electricity prices for the following day are set each day at 2:00 PM. The system also introduces an energy settlement price for prosumers, designated RCE (pol. Rynkowa Cena Energii), determined based on quotations on the Polish Power Exchange (TGE).
The RCE is determined for each imbalance settlement period, within the meaning of Article 2(15) of Regulation (EU) 2019/943 of the European Parliament and of the Council of 5 June 2019 on the internal market in electricity (Dz. Urz. UE L 158, 14.6.2019, p. 54), hereinafter referred to as "Regulation (EU) 2019/943", as the volume-weighted average of electricity prices determined for the Polish bidding zone for all trading sessions of a given day in the single-price auction system on day-ahead markets operated:
1) by a commodity exchange within the meaning of Article 2(1) of the Act of 26 October 2000 on commodity exchanges (Dz. U. 2024, poz. 910), and
2) as part of single day-ahead market coupling operated by designated electricity market operators.
Pursuant to Article 11y, section 3 of the Act of 10 April 1997 - Energy Law (Dz. U., 2022, poz. 1385 z późn. zm.), Polskie Sieci Elektroenergetyczne (PSE) has been appointed to perform the function of the Energy Market Information Operator (OIRE) in year 2021. The aim of OIRE is to create and supervise the Central Energy Market Information System (CSIRE). As a result of these facts, PSE makes data on RCE available.
The format and scope of the data shared have changed over the years. Till 2024-06-13, hourly data was available in text files (available on page https://www.pse.pl/raporty-historyczne). From 2024-06-14, data was made available every quarter of an hour, but data for partial hours was repeated to the full hour (available on page https://raporty.pse.pl). Only from 2025-10-01 onward are quotes made available to the quarter of an hour. The format of the data shared has also changed. Initially, data was made available in CSV files, but with the introduction of the new system, these were replaced by XLS files.
These facts necessitated standardization of the RCE data format to facilitate further statistical analysis. This led to the creation of a single dataset for electricity market prices. The dataset contains data on market price of electricity (RCE), on full hour, for the period from January 1, 2021 till December 31, 2025.
